The Collapse of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from different nations. Significant resources is expended on containing specific proposals. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capability afforded by current data. From observation points, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.

Continuous Dangers

Following this, a large-caliber weapon opened up on a drone close by, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a need that neighboring countries are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This cycle will, certainly, persist.

Strategic Calculations

It is tempting to accuse particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration works based on a assumption well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House presumes that it is unfeasible to pressure the Kremlin to surrender the land that it currently occupies in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the status quo will not change more in its advantage in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but preventing a entire defensive failure until situations evolve in its benefit.

Present Conditions

Objectively, there are no actual prerequisites for a truce. Now, personal considerations are becoming relevant: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a just a single week to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
