Sheffield Wednesday Deals with Major Issues, Says Independent Regulator

'Our role is integral to football's future' - football oversight chief the new chairman

The Championship club's persistent issues constitute a "significant problem" and the new football authority is aiming to acquire authority to investigate clubs in similar circumstances, its new chair the official has declared.

Through a comprehensive talk, the regulator, who was appointed on Monday, showed understanding towards the club's followers.

Kogan met with four supporters' associations associated with the Championship side recently.

The Championship side have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," the chairman stated.

"The club represents one of the great brands for English football and this week we have met fan representatives.

"Our aim is to acquire the ability... which will enable us to take the club and similar situations referred to us if they warrant scrutiny and addressed."

Monetary Issues and Proprietorship Status

The team's struggling chairman Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with potential new owners.

Failure to pay player wages on time in spring months resulted in restrictions being imposed by the league officials in summer, blocking the team from conducting any player acquisitions for the subsequent signing windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a regional establishment that has represented their community in multiple situations.

"I fully appreciate Sheffield Wednesday, as I do for all the clubs that since 1992 have gone to the wall, or nearly ceased operations, for reasons that have nothing to do with the followers."

When asked if the regulator could force an proprietor to divest a club if they are deemed unsuitable, the chairman responded: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to work with them.

"Our least desirable course of action is commence engagement with an particular organization, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the issues that the club's facing and the owner's facing," the chairman stated.

"But the truth is, when you review the record of the game, over the last 20 or 30 years there have been some owners, a small minority, but particular people who have shown negligence in the manner they have operated their teams and eventually don't wish to take responsibility for the coming years."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to lay out the remit of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished could disappear swiftly," the regulator warned.

"And that's what nobody wants in the context of the English game is a huge success story - we've got to keep it going.

"Considerable investment flowing into the game and has been channeled for the past two decades, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on risk and of course, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the top-flight's competitiveness, but Kogan said: "I completely endorse the achievement and development as an economic entity of the top division.

"As someone who appreciates the worry about compromising the Premier League as a premium product of the nation. But concurrently, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been telling us in private they have a considerable comfort."

Political Connections

Kogan is still facing a "thorough examination" by the official appointments authority after he acknowledged providing funds to the political party in 2020.

The chairman donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I've been completely open about my past party membership [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am no longer involved in any sort of politics."
